well reading the full article -- I think the guy took the conclusions a little too fast/early. but really this is seen in practice without research - "ruthlessness" generally does not improve in time ... just some learn how to behave politically correct when they are constrained to do so -- but immediately after that -- they come to the "equilibria state".
ruthlessness tend to generally be 'positively discriminated' on short term -- the others try to avoid direct conflict with them -- such that their influence is generally higher. but really on long term the ruthlessness people tend to generally loose big time from known buddies.
one personal solution is to measure in your mind a 'Ruthlessness Personal Indicator' for those you come in contact with. once somebody goes above your subjective limit - you go straight and find a solution.
another organizational solution is transparency and immediate reaction from those in charge with "local law enforcement". avoidance of doing this create frustration that is accumulated in others and the organization is the one to loose in time.
